Entwickelt wurde er vom [[http://cyber.law.harvard.edu/|Berkman Center for Internet & Society]] und dem "Bibliotheksnetzwerk" (network of library consortia) [[http://www.eifl.net/|Electronic Information for Libraries (EIFL)]] und ist somit nicht vorrangig auf deutsche Bedürfnisse zugeschnitten, jedoch sehr informativ.
